Requires all televisions manufactured on or after January 1, 2011, to be tested in accordance with and meet requirements specified in the California Code of Regulations, Title 20, section 1604 and 1605.3.

Prohibits the sale, or installation for compensation, of televisions manufactured on or after January 1, 2011, unless they meet or exceed the efficiency standards referenced in RCW 19.260.040.
