Requires the department of licensing to, on September 1, 2010, reinstate the driving privileges of a person whose driving privileges were suspended due solely to a notice of failure to: (1) Respond to a notice of traffic infraction;

(2) Appear at a requested hearing;

(3) Comply with a written promise to appear in court; or

(4) Comply with the terms of a notice of traffic infraction or citation.

Modifies the consequences when certain monetary obligations are not met.

Addresses proof of insurance when renewing a vehicle license.

Includes vehicle license numbers in abstracts for infractions involving violations of RCW 46.30.020 (liability insurance or other financial responsibility required).
