Requires the Washington state institute for public policy to continue the study of long-term disability benefits for public employees.

Requires the health care authority to: (1) Coordinate analysis and recommendations with its contracted disability vendor and appropriate stakeholders; and

(2) Institute an improved communication program to increase awareness of the importance of participating in the employer's optional long-term disability insurance plan.

Provides that the act is null and void if appropriations are not approved.
