Directs state agencies to do everything possible to facilitate the efficient and effective operation of programs for persons in need of treatment for alcoholism and substance abuse disorders and mental disorders.

Expands the definition of "approved treatment program" in chapter 70.96A RCW (treatment for alcoholism, intoxication, and drug addiction) to include a crisis facility that is certified by the department of social and health services as a detoxification, triage, or crisis stabilization program.
