Makes the workers' compensation system more cost-effective by: (1) Authorizing voluntary medical provider networks and voluntary settlement agreements; and

(2) Assuring that the workers' compensation system will only be responsible for costs due to workplace injuries.

Expedites all disputes related to treatment so all treatment and diagnostic disputes between a worker, network sponsor, and provider are reviewed initially through the network's internal dispute resolution process.
