Requires the department of transportation to reconvene the expert review panel to update the work that was previously completed by the panel on the Alaskan Way viaduct and Seattle Seawall replacement project and the state route number 520 bridge replacement and HOV project.

Requires the King county executive to: (1) Facilitate a resolution to the final project design for the 520 bridge replacement and HOV project by preparing a plan for addressing the impacts of the project on surrounding cities, neighborhoods, parks, and institutions of higher education; and

(2) Convene an advisory committee to help finalize the plan.

Prohibits the department of transportation from commencing construction on any part of the project until agreements have been reached with the county executive that are consistent with the plan.
