Revises the energy independence act by modifying the duties of a qualifying utility with regard to: (1) Meeting certain biennial conservation acquisition targets and annual renewable resource goals; and

(2) Notifying the department of commerce of its implementation plan for, and progress in, meeting the renewable energy targets.
