Requires the department of social and health services or supervising agency to: (1) Inform the parent, verbally and in writing, what relatives the agency has considered for placement and the outcome of that consideration; and

(2) Provide a relative, with whom a child has been placed and with whom the child has resided with for at least ninety consecutive days, with a minimum of five days' notice of the department's or supervising agency's intent to remove a child from the home of the relative unless certain conditions exist.

Excludes from the duties of a guardian ad litem, the conducting of investigations into child abuse or neglect allegations.
