Authorizes the director of the department of fish and wildlife to sell eggs and carcasses of surplus salmon.

Requires the director, in selling surplus salmon, to give priority to a regional fisheries enhancement group, or a coalition of groups, that agree to handle collection, distribution, and disposal of the surplus salmon for all state hatcheries for at least five years.
