Requires the state conservation commission to work with: (1) State, federal, local, and tribal governments and nongovernmental organizations to identify methods and opportunities to more efficiently and effectively implement landowner incentive programs; and

(2) Forestry and agricultural landowners, including small acreage landowners, on the incentive programs available for the protection, restoration, and enhancement of the state's natural resources.

Requires state agencies to coordinate with the conservation commission and conservation districts when developing and implementing programs that address agricultural landowners and agricultural landowner impacts on natural resources.
