Authorizes the office of the superintendent of public instruction to monitor, investigate, and prepare complaints for victims of discrimination in public schools based on certain state and federal laws prohibiting discrimination.

Requires the office of the superintendent of public instruction to submit the complaints to the human rights commission for enforcement.
