Addresses the regulation of public groundwaters related to: (1) Definition of dairy farm;

(2) Requirements to and exemptions for obtaining a water right permit;

(3) Registration with the department of ecology; and

(4) Requesting the department of ecology to review certain stock watering use.

Requires the department of ecology to convene a dairy stock water advisory group to review issues surrounding the use of permit-exempt wells for stock-watering purposes by dairy farms and to develop recommendations for legislative action.
