Allows private utilities to provide infrastructure needed for economic development in a manner that minimizes development sprawl.

Authorizes the department of health, under certain circumstances, and the department of ecology to request information of the utilities and transportation commission regarding a private utility or require information of a private utility that is reasonable and necessary to determine whether the private utility has the financial and other resources to assure the reliability, continuity, and supervision of a reclaimed water facility.

Authorizes a municipal corporation or private utility to petition for amendments to a sewerage and/or water general plan.
