Requires a county auditor to charge a surcharge of sixty-two dollars for each document recorded with regard to assignments or substitutions of previously recorded deeds of trust and to transmit the funds to the state treasurer who shall deposit the funds in the Washington housing trust fund account.

Authorizes the state finance committee to issue general obligation bonds of the state of Washington for the purpose of providing funds for the housing trust fund program at the department of commerce.

Addresses the state affordable housing for all plan by: (1) Adding to the purposes of the plan; and

(2) Requiring additional information in the plan.

Authorizes the department of commerce to, based on changes to the general population and in the housing market, revise the performance measures and goals of the state affordable housing for all plan and set future goals.

Makes an appropriation.
