Prohibits a law or rule pertaining to health care from directly or indirectly compelling any person, employer, or health care provider to participate in any health care system.

Requires the attorney general to seek injunctive and any other appropriate relief to preserve the rights of the citizens of the state in the event that any law or regulation violating the act is enacted by any government, subdivision, or agency thereof.
