    On page 40, line 12, after "(f)" insert "It must require that the woman acting as a surrogate have access to legal counsel for consultations throughout the entire duration of the surrogacy contract; and

EFFECT:   For the purposes of satisfying the requirements of an enforceable surrogacy contract under the bill, the contract must require that the woman acting as a surrogate have access to legal counsel throughout the entire duration of the contract.
