    On page 37, line 22, after "age" insert ", is a United States citizen residing in Washington, and has been a Washington state resident for at least one year"

EFFECT:   Changes the definition of "compensation."  Provides that the woman acting as a surrogate must be a U.S. citizen residing in Washington and has been a Washington resident for at least one year.
