    On page 1, line 15, after "using" strike all material through "motorcycle." on page 2, line 1 and insert "the fact that a person rides a motorcycle or wears motorcycle-related paraphernalia as a factor in deciding to stop and question, take enforcement action, arrest, or search a person or vehicle with or without legal basis."

EFFECT:   Expands the definition of "motorcycle profiling" to mean using the fact that a person (1) rides a motorcycle or (2) wears motorcycle-related paraphernalia in general, as a factor in deciding to stop, question or take action against such person. (The substitute bill limited the definition of motorcycle profiling to be based solely on the fact the person is riding a motorcycle or is wearing motorcycle-related paraphernalia "while riding" a motorcycle as a pretext in deciding whether to stop, question or take action against such person.)
