    On page 2, after line 11, insert:

    "(5) Nothing in this section shall be construed to provide an Indian tribe or group with jurisdiction over non-Indians except as provided under federal law."

EFFECT:  Establishes that federal law is controlling regarding jurisdiction over non-Indians following retrocession.
