     EFFECT:  Adds intent language related to strategies for improving the state's economic climate. Requires the Department of Commerce, in consultation with the Employment Security Department, to: 1) study the impact of suspending growth management act requirements for counties and cities when a county's average unemployment rate exceeds seven percent for three consecutive months; and 2) analyze how this suspension would help to achieve the goal of increasing the percentage of households living in the middle-income bracket.
