    On page 4, line 34, after "students" insert ", except that for at least four consecutive academic years following initial full-time enrollment, a student shall be guaranteed that there will be no increase in the tuition fees paid by that student"

EFFECT:   Guarantees that tuition fees paid by a student shall remain the same for that student for at least four consecutive years following his or her initial enrollment at a public four-year institution of higher education.
