    On page 6, beginning on line 8, after "year," strike all material through "states" on line 30 and insert "reductions or increases in full-time tuition fees for resident undergraduates at four-year institutions of higher education shall be as provided in the omnibus appropriations act"

EFFECT:   Replaces continued flexible tuition setting authority based on certain limits related to per student funding at similar institutions in the Global Challenges States with a provision that reverts tuition-setting authority for resident undergraduate students to the legislature as set in the appropriations act beginning in the 2015-16 academic year.
