    On page 5, line 25, after "(5)" insert "The council shall also:

    (a)  Identify state laws, rules, and policies that create requirements from early learning providers, school districts, and institutions of higher education that are potential barriers to efficient, effective, seamless, and student-focused service delivery;

    (b)  Identify state programs and initiatives that do not meaningfully contribute to making the public education system more student-focused and able to provide seamless service delivery; and

    (c)  Make recommendations to modify or repeal laws, rules, policies, and programs identified under this subsection (5).

    (6)"

    Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT:  Directs the Council to:

·      Identify state laws, rules, and policies that create requirements from education providers that are potential barriers to effective service delivery;

·      Identify state programs and initiatives that do not meaningfully contribute to making the public education system student-focused and seamless; and

·      Make recommendations to modify or repeal such laws, rules, policies, and programs.
