    On page 3, line 10, after "(i)" strike all material through "(ii)" on line 11

    On page 3, at the beginning of line 13, strike all material through "guidance" on line 15 and insert "(ii) Results in the development of policies, guidelines, or guidance documents that are designed to be used to implement a rule or statute"

EFFECT:  Modifies the definition of "significant agency action."  Deletes from the definition actions that result in substantive    requirements for a nonstate actor.  Specifies that only policies or guidelines developed by the Department of Fish and Wildlife or the Department of Ecology that are being used to implement a rule or statute are included in the definition of "significant agency action."
