    On page 3, line 20, after "section." insert "This subsection (6) does not apply until the ballot measure is certified for the ballot by the secretary of state."

EFFECT:  Listing of the top five contributors in political advertising supporting or opposing a ballot measure does not apply until the ballot measure is certified for the ballot by the Secretary of State.
