    On page 11, after line 22, insert the following:

"NEW SECTION. Sec. 7. Any individual acting under color of state law who intentionally violates this act is acting outside the scope of his or her official duties and may be subject to liability under existing federal law."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

    Amend the title.

EFFECT:   Clarifies that a remedy is available to persons whose rights under this Act are violated.
