    On page 2, beginning on line 1, after "improvements." strike all material through "act" on line 8 and insert "Initiative Measure No. 728 is adjusted to reflect the legislature's current investments in class size reduction and similar improvements that are incorporated in the reforms that were enacted in chapter 548, Laws of 2009 and chapter 236, Laws of 2010, and that are being incrementally implemented through 2018, preventing a duplication of effort while continuing to recognize the legislature's ongoing obligations to fully fund the state's program of basic education."

 

    On page 3, beginning on line 3, strike all of sections 3 through 8 and    insert the following:

    "Sec. 3.  RCW 28A.505.220 and 2011 1st sp.s. c 17 s 1 are each amended to read as follows:

    (1) Total distributions for the student achievement program from the general fund to each school district shall be based upon the average number of full-time equivalent students in the school district during the previous school year as reported to the office of the superintendent of public instruction by August 31st of the previous school year.  The superintendent of public instruction shall ensure that moneys generated by skill center students are returned to skill centers.

    (2) The allocation rate per full-time equivalent student shall be three hundred dollars in the 2005-06 school year, three hundred seventy-five dollars in the 2006-07 school year, and four hundred fifty dollars in the 2007-08 school year.  For each subsequent school year, the amount allocated per full-time equivalent student shall be adjusted for inflation by the implicit price deflator as published by the federal bureau of labor statistics.  However, for the 2011-12 and 2012-13 school years, the amount allocated per full-time equivalent student shall be as specified in the omnibus appropriations act.  Beginning in the 2013-14 school year, the amount allocated per full-time equivalent student shall be specified on an annual basis in the omnibus operating appropriations act and shall be calculated as follows: the per full-time student rate that would have been allocated if this section had not been amended by chapter 541, Laws of 2009, and chapter 17, Laws of 2011 1st sp. sess., less the per full-time student amounts appropriated for that school year to implement the enhancement requirements of chapter 236, Laws of 2010.  These allocations per full-time equivalent student shall be supported from the distributions from the education legacy trust account created in RCW 83.100.230 and the state general fund.

    (3) The school district annual amounts as defined in subsection (2) of this section shall be distributed on the monthly apportionment schedule as defined in RCW 28A.510.250."

 

    Renumber the remaining sections consecutively and correct any internal references accordingly.

 

    Correct the title.

 

 

 

    EFFECT:   The language repealing Initiative No. 728 (I-728) is removed.  Beginning with fiscal year 2014, I-728 is made subject to appropriations; and the per pupil figure used to distribute funds to school districts is reduced by an amount equal to the legislature's per pupil appropriations for basic education enhancements that meet the requirements of SHB 2776.
