On page 7, after line 18, insert the following:

"PART III

GOVERNANCE OF PROPERTIES WITH TRANSFERRED RIGHTS

NEW SECTION. Sec. 301. Real property from which development rights were transferred in accordance with this chapter shall be governed by the laws, regulations, and ordinances in effect at the time of transfer."

    Renumber the remaining parts and sections consecutively and correct any internal references accordingly.

EFFECT: Specifies that real property from which development rights were transferred in accordance with a local infrastructure project area program established in the bill must be governed by the laws, regulations, and ordinances in effect at the time of the transfer.
