EFFECT: Clarifies that a four-wheel all-terrain vehicle must have four tires. Clarifies that the rules and restrictions applicable to four-wheel all-terrain vehicles do not apply to vehicles used in the production of agricultural or timber products. Clarifies that the rules for persons over and under sixteen years of age, regarding their use of off-road vehicles, does not apply to persons operating vehicles used in the production of agricultural or timber products. Defines a utility-type vehicle to have low pressure tires of twenty psi or less. Directs the Department of Licensing to work with the WA State Patrol when designing the road legal decal. Provides that a utility-type vehicle must display two tail lamps and two mirrors, and requires the use of seatbelts. Clarifies that the windshield on a road legal four- wheel all-terrain vehicle must meet the requirements of RCW 46.37.430 regarding safety glazing. Clarifies that when a four-wheel all-terrain vehicle is registered for use on public roads, the department of licensing shall also issue a road legal decal at no additional cost. Clarifies that four-wheel all-terrain vehicles operated on public roads must obtain a liability insurance policy. Provides that grants from the multiuse roadway safety account must be prioritized to fund signs marking intersections where a four-wheel all-terrain vehicle may cross a public road.
