    On page 5, line 6, after "load;" strike "and (c)" and insert "(c) complies with the lower of the following greenhouse gas emissions performance standards: (i) One thousand one hundred pounds of greenhouse gases per megawatt-hour; or (ii) the average available greenhouse gas emissions output as determined the department of commerce under RCW 80.80.050; and (d)"

EFFECT:   Specifies that a qualified biomass energy facility must meet the lower of two greenhouse gas emissions performance standards.
