EFFECT:  Changes the existing donation program for the State Parks and Recreation Commission (Commission) that requires the Department of Licensing to collect $5 from certain vehicle owners unless an owner opts out of the donation program by making the program voluntary (or "opt in").   Requires donations made to the Commission to be used for capital projects within state parks (instead of operation and maintenance of state parks).
