    Correct the title.

EFFECT:   Requires school districts beginning the state-project approval process after January 31, 2012, to exclude out-of-district Alternative Learning Experience (ALE) students from their student headcount enrollments.  Holds harmless the Meridian, Eastmont and Yakima school district projects.  Removes the emergency clause.
