    On page 2, after line 24, insert the following:

    "(4) Legal training regarding the drafting of contracts pertaining to the provision of services or funding by the state to a tribe. The training must be designed to ensure that the terms of such contracts preclude a tribe from asserting a claim of sovereign immunity in the event of a contractual dispute."   

EFFECT: 1) Requires that tribal liaisons be provided with legal training regarding the drafting of contracts pertaining to the provision of services or funding by the state to a tribe; and 2) Requires that such training be focused on ensuring that contract terms preclude a tribe from asserting a claim of sovereign immunity should litigation occur regarding a contract.
