EFFECT:  Restores originally-budgeted class-size reduction funding for grades kindergarten through grade four for the 2010-11 school year, through January 31, 2011 and reduces full-day kindergarten funding by an equal amount.

Fiscal impact: No net change to Near-General Fund-state.  $25.4 million is restored to K-4 class size funding and $25.4 million removed from full-day kindergarten.
