    On page 2, line 11, after "manner." insert "If total cost and per-unit costs are a factor to consider in awarding funds in a cost-effective manner, these costs must include maintenance and energy life-cycle costs.

EFFECT:  As the Affordable Housing Advisory Board makes recommendations as to how the Housing Trust Fund is to award funds in a cost-effective manner, if a project's total cost and per-unit costs are a consideration, then this must include maintenance and energy life-cycle costs.
