    On page 3, after line 7, insert the following:

"NEW SECTION. Sec. 5.  A new section is added to chapter 10.19 RCW to read as follows:

    Bail is defined to require that five percent of the bond amount shall be collected by the bail bond agent or agency before the person's release.  The court may waive this requirement upon written justification from the bail bond agency at the time of recognizance."

     Renumber the remaining sections consecutively and correct any internal references accordingly.

     On page 1, line 4 of the title after "adding" strike the remainder of the title and insert "new sections to chapter 10.19 RCW"

EFFECT: Defines bail to require 5% up front in meeting bail.  It allows the bail bond agency to submit a written request for waiver.
