On page 15, line 32 of the amendment, after "~~guaranteed~~))." insert "For overseas and service voters, the declaration must also explain that a voter may fax or e-mail a voted ballot and the signed declaration if the voter agrees to waive secrecy."

On page 17, line 1 of the amendment, after "voter" insert "who agrees to waive secrecy"

EFFECT: The overseas or service voter may return his or her voted ballot by fax or e-mail if he or she agrees to waive secrecy.
