    On page 32, after line 10, insert the following:

"NEW SECTION. Sec. 22. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

 On page 1, line 4 of the title, after "RCW;" strike "and prescribing penalties" and insert "prescribing penalties; and declaring an emergency"

EFFECT:  Adds an emergency clause, providing that the bill will take effect immediately upon the Governor's signature.
