Background:
Prior to July 1, 2006, the Department of Early Learning (DEL) existed within the Department of Social and Health Services (DSHS) as the Division of Childcare and Early Learning. When statutory authority was transferred, several obsolete references to the DSHS were left in code.
Also, outdated descriptions, such as "handicapped children," persist in code.
Summary of Bill:
The following changes are made to DEL statutes:
removes a reference to the DEL within the DEL's child care services declaration of policy;
replaces references to the DSHS's authority to the DEL's authority with respect to regulations for family daycare providers; and
changes "handicapped children" to "children with disabilities," and also removes references to other categories of children with respect to the child care expansion grant fund.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
