Background: The Motorcycle Safety Education Advisory Board was created to assist the Director of the Department of Licensing (DOL) in the development of a motorcycle operator training education program. The board monitors the program and reports to DOL as necessary with recommendations regarding administration, application, and substance of the motorcycle operator training and education program.

The Board has five members who are appointed by DOL. Three members are active motorcycle riders or members of a nonprofit motorcycle organization that actively supports and promotes motorcycle safety, one member is a Washington State Patrol motorcycle officer who has at least five years of experience and at least one year of experience as a motorcycle officer, and one member is from the general public.

Currently, the law requires that the board meet at the call of DOL, but not less than two times annually and not less than five times during its term of appointment.

Summary of Bill: The Motorcycle Safety Education Advisory Board must meet not less than quarterly.

Appropriation: None.

Fiscal Note: The 2011 note is available.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: There is no firm definition on how often the Motorcycle Safety Education Advisory Board would meet in statute. When DOL started having to cut its budget, the Board started meeting quarterly. So this bill would conform statute to how things are currently working and give some predictability to the schedule.
