Background: In 2011 the Legislature adopted ESSB 5931, which reorganized many of the central service agencies and created two new state agencies: the Department of Enterprise Services (DES) and the Consolidated Technology Services Agency (CTS). Additionally, ESSB 5931 created the Office of the Chief Information Office (OCIO) within the Office of Financial Management (OFM). DES combines services from the former departments of General Administration (GA) and Printing, and sections of the former departments of Personnel and Information Services (DIS). Several divisions from OFM are also part of the new agency. CTS acquired some services from DIS and became the utility technology provider for state agencies. OCIO is responsible for the preparation and implementation of a strategic information technology plan and enterprise architecture for the state.
Additionally, ESSB 5931 directed the Code Reviser to prepare legislation for the 2012 regular session to change all statutory references to the director or department of any agency transferred or consolidated under ESSB 5931, and to change statutory references to sections recodified by ESSB 5931 but not amended in ESSB 5931.
Summary of Bill: Conforming amendments are made to statutes relating to the creation of DES, CTS, and OCIO.
