Background: A beer and/or wine specialty shop license permits the licensee to sell beer, strong beer, and/or wine at retail in bottles, cans, and original containers for off-premises consumption. Licensees can get an endorsement from the Liquor Control Board to permit them to sell malt liquor in kegs or other containers capable of holding four gallons or more.

Summary of Bill: If approved by the board, a specialty shop licensee can receive an endorsement to sell beer to a purchaser who brings their own container or is provided one by the licensee. The container is filled at the tap at the time of sale.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: Small businesses and breweries should be supported. Specialty licensees want to be able to do growlers because many local microbreweries don't bottle their product. It is only available in draft. Growlers are recyclable.

CON: We have suggestions for amending this bill.
