Title: An act relating to operating a motor vehicle on state lands under the discover pass program.

Background: Discover Pass Program Generally. During the 2011 regular session, the Legislature passed 2SSB 5622, which generally requires an annual Discover Pass or day-use permit for access to certain recreation lands managed by the State Parks & Recreation Commission (State Parks), Department of Natural Resources (DNR), and Department of Fish & Wildlife (DFW).
The legislation also created the DFW Vehicle Access Pass, which is issued along with certain hunting and fishing licenses and allows access to DFW managed lands.
Exemptions from the Discover Pass Requirement. The 2011 legislation that created the Discover Pass also included a number of exemptions for access to agency offices, hatcheries, or other facilities where public business is conducted, and for the uses of recreation lands consistent with a written authorization from the agency.
Summary of Bill: In addition to existing exemptions, the Discover Pass requirement does not apply to a motor vehicle operating on State Parks, DNR, or DFW recreation lands in order to access private lands or agency-managed lands where the Discover Pass is not required.
