AN ACT Relating to school attendance of children whose parents or guardians receive state assistance; adding a new section to chapter 43.20A RCW; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1 A new section is added to chapter 43.20A RCW
to read as follows:
The department of social and health services shall review the rules
of all programs that provide state assistance and require all
recipients of state assistance who are parents or legal guardians of a
school-aged child or whose school-aged child receives state assistance
to ensure regular school attendance by their children as a condition
for receiving any state assistance, if adding such criteria does not
jeopardize the receipt of any federal funding. For the purposes of
this section, it is sufficient for a parent of a student receiving
home-based instruction to show that the annual declaration of intent
for the student to receive home-based instruction has been filed for
the relevant year in accordance with RCW 28A.200.010.
NEW SECTION. Sec. 2 This act is necessary for the immediate
preservation of the public peace, health, or safety, or support of the
state government and its existing public institutions, and takes effect
immediately.
