Requires the department of fish and wildlife, the department of ecology, the department of natural resources, and the parks and recreation commission, before seeking or dedicating funding to develop a new habitat conservation plan under the endangered species act or to develop a major amendment to an existing habitat conservation plan, to: (1) Inform the appropriate committees of the legislature regarding the proposed timeline and budget; and

(2) Solicit the recommendations of the committees regarding public process and notification.
