Authorizes certain counties to adopt a resolution removing the county, and the cities located within the county, from the requirements to adopt land use plans and development regulations under certain conditions.

Prohibits counties who adopt the resolution from re-electing to plan under the growth management act for at least ten years from the date of the adoption.
