Requires the citizens' commission on salaries for elected officials, in the event that the omnibus operating appropriations act reflects a general salary reduction for state employees, to immediately file a new salary schedule with the secretary of state that reduces the salaries of state elected officials, members of the legislature, and judges of the supreme court, court of appeals, superior courts, and district courts commensurate with the reduction for state employees.

Provides that the act takes effect if the proposed amendment to Article XXVIII, section 1 of the state Constitution is validly submitted to and is approved and ratified by the voters at the next general election.
