Modifies renewable energy investment cost recovery program provisions relating to: (1) Placement of a solar energy system on property owned by a nonprofit organization or a nonprofit housing organization;

(2) Required information on an application for the investment cost recovery incentive;

(3) Authorizing Washington State University to charge for services to cover costs of processing applications;

(4) Investment cost recovery incentive rates for a hydrokinetic energy system manufactured in the state;

(5) Option for local government entities to purchase a solar energy system; and

(6) Public utility tax credit allowance for light and power businesses.
