Requires the department of ecology to: (1) Evaluate and update planning standards for oil spill response equipment;

(2) Complete rule making for purposes of improving the effectiveness of the vessels of opportunity system to participate in spill response;

(3) Establish a volunteer coordination system which may be included as a part of the state's overall oil spill response strategy;

(4) Require joint large-scale, multiple plan equipment deployment drills of tank vessels; and

(5) Coordinate with applicable federal agencies, the state of Oregon, and the province of British Columbia to establish a drill incident command.

Increases notifications the owner or operator of a covered vessel must provide to the United States coast guard regarding a vessel emergency.

Requires the director of the department of ecology to formally request that the federal government contribute to the establishment of regional oil spill response equipment caches in this state to ensure adequate response capabilities during a multiple spill event. This requirement expires December 31, 2014.
