Requires the department of natural resources to develop, and the board of natural resources to implement, a plan to divest the state of certain state lands and state forest lands.

Requires the state investment board to work closely with the board of natural resources to implement the state land divestiture plan.

Authorizes the attorney general to condemn certain land owned by the federal government.

Requires the board of natural resources, in implementing the divestiture plan, to ensure that land sales are awarded to the highest private sector bidder.
